Make available a standard e-mail signature block for IFAS use

Policy: To address the possible issue of loss of branding in moving away from the "@ifas.ufl.edu" e-mail format, a motion was made for IFAS to supply a standardized signature block which could be included by faculty and staff with their e-mails.
