Dropping support for POP email access

Policy: ITPAC endorsed the ICC Recommendation on Dropping support for POP email access with the modification that support be continued as necessary for cell phone users that require this protocol for accessing their email. End users will be notified in coordination with the ICC via a notice to be drafted by Dan Cromer.
